Angie Jones has been with Kansas Bureau of Investigation since 2001. She has worked crimes against children for more than 16 years and also served on the KBI Crisis Negotiation Team. Angie worked to implement Peer Support at the KBI in 2007. She has been the program manager since the inception of the program. Angie has a Masters degree in Psychology, Clinical, and is passionate about bringing mental health awareness, opportunities for treatment and expertise to first responders.
Richard Bull has worked for the Lawrence Douglas County Fire Medical Department (LDCFM) since 1995. He has established himself as a positive leader and mentor in his department. For the last five years, Richard has been an instructor for the LDCFM Fire Academy. He currently works as an Engineer, Certified Kansas State Fire Investigator, and a LDCFM Public Education Specialist. He has also been the Honor Guard Coordinator for 22 years and is responsible for managing those members and their honor guard events. Richard has found a passion for working with LDCFM members as a Peer Support Team Program leader and just recently become the program manager. He is dedicated to helping first responders establish a healthy mindset and educate them with tools that promote mental health resiliency.
Captain Frank Barden has served the citizens of Johnson County, Kansas as a Nationally Registered Paramedic since January of 2006. He has steadily risen through the ranks at Med-Act becoming a Lieutenant in 2009 and ultimately promoting to his current rank of Captain in January of 2018. Frank is currently assigned to the Operations Division where he is a Field Training Officer for newly-hired paramedics. Frank was instrumental in the formation of Med-Act’s Peer Support Team in 2017 and has served as the team’s coordinator since inception. Frank serves on both the Peer Support Team and the county-wide CISM team. Frank received his Bachelor’s Degree in Public Administration from the University of Kansas in 2015. Frank is currently a member of KEMSA and is Vice-President of the Peer Support Society. Frank has a wife of 16 years (Courtney) and two children (Hank, age 12 and Maisy, age 8). In his free-time, Frank enjoys coaching his son’s baseball team and traveling with his family. Frank’s vision is for Peer Support to grow and thrive as a regional collaboration that will care for our brothers and sisters in their times of need.

Roger Lippert has 34 years of EMS career experience, initially with Toronto Paramedic Service and then 28 years with Johnson County Med-Act. Roger served in many roles at Med-Act, retiring as a Division Chief in August 2019. He was an original member of the Tactical Medic Team; he led development of the Jo Co Hostile Events Response Plan that got Fire and EMS members safely inside Active Shooter scenes with Police escorts. Roger helped develop Med-Act’s Peer Support Team. He’s received Basic Peer Support Training and Command Level Peer Support Training. In retirement, Roger is a Lab Clinician in the paramedic program at Johnson County Community College. His goal is to promote resiliency, to reduce the stigma and get mental health help to first responders.
Naomi Kent has served as a 911 dispatcher since 2006 and is currently with Leawood Police Department. In addition to dispatching, Naomi pioneered the Peer Support program at Leawood Police Department and serves on the Regional 911 Peer Support team for dispatchers. She also teaches radio procedures and protocol at the Johnson County Regional Police Academy and teaches for Leawood Citizen’s Police academy. Naomi was named Leawood Police Civilian Employee of the Year in November 2018.
Her goal is to help others in emergency services learn effective and healthy coping mechanisms and to lend her support in times of crisis.
Jeff Bragg is a retired police officer with the city of Olathe after 30 years of service. He has served in many capacities such as Tactical Team, Training Officer, Detective, and various supervisor roles. He last served as division commander of the special operations division at the rank of Major. Jeff has been on the department’s peer support team since its inception in 2007 and was the team coordinator when he retired.
Amy Osburn has been with the Kansas Law Enforcement Training Center since 2018 and currently is a Basic Training Administrator. Prior to this position, she worked for the Sedgwick County Sheriff’s Office where she served in many capacities throughout her 22 years with the department including patrol, investigation, Exploited and Missing Child Unit, and finished her career at the training center. Amy received a Bachelor’s Degree in Administration of Justice and a Master’s Degree in Management and Leadership. She is currently pursuing a Master’s degree in Mental Health Counseling at Wichita State University. Wishing peer support and resiliency were part of the culture when she began her career, she wants all first responders to develop healthy coping skills and strategies early in their profession in order to enjoy their retirement.
